reloadable prepaid visa

Hi mates,

As you may know Turkey has been banned from lots of casinos and sportsbook with a law like in some states of USA. I would like to get a plastic or virtual visa card and it must have following features:

1-It should not be a USA based card as i will use it on a UK based betting company

2-I should load this card via my credit card, swift or western union

3-The betting company should be able to send my winnings back to this card

4-And if it plastic it will be more useful as i can withdraw my money from ATMs

Is there any card with these features or am i just daydreaming ?
