It's actually open to USA, but not available for gaming purposes. USA users can utilize MoneyBookers for other purchases online...just not gaming. I think some of the CC companies suspect MoneyBookers is a bookie for betting. I read that somewhere else. That is likely why they shut down lens94ever's CC.
Since the only reason I ever opened a MoneyBookers account was for gaming, as soon as I read in their T&Cs that it could not be used for gaming, I shut down my access.
